Measurement target
Hot 100 is designed as a weekly cultural record of exactly 100 approved real-person Creators. Pre-launch Rising is a separate 20-Creator view of short-window change, not a forecast of future fame.

Inputs are partial signals
Approved public observations may describe attention, relevance, participation, and reviewed cultural context. No single platform or follower count is the chart.

Missing is not zero
Not observed means the approved source did not provide a usable observation. An explicit zero is shown only when a valid measurement actually returned zero.

Initial Rising window
The first Pre-launch Rising 20 compares baseline snapshots A+B from August 26–27 with recent snapshots C+D from August 28–29. It is a short-window comparison with an explicit limitation, not mature weekly history.

Coverage and confidence
Every public row must carry a compact coverage statement and confidence band. Incomplete or malformed exact-count responses fail closed rather than presenting a partial list as the chart.

Participation boundaries
Vote is an authenticated, bounded overlay: up to seven distinct eligible Creators per weekly cycle, with duplicate, closed, exhausted, and safety-review states enforced by the server. Follow is private and has 0% ranking weight.

Human review and correction
Publication requires approved server records and human review. Draft, private, synthetic, and unsafe records stay out of public surfaces. Corrections and rights requests are part of the public record workflow.
